In a dutch oven or large pot over medium heat, add in the olive oil and start sautéing the onion.
Add in the stewing beef, salt, and garlic powder. Add in the flour and toss the beef until coated. Brown the beef, until mostly cooked.
Add in the potatoes, carrots, and green beans. Let cook for 5-10 minutes.
Mix in the beef broth, tomato paste, Worcestershire sauce, and bay leaves.
Bring the mixture to a simmer.
Let simmer for 30-40 minutes until the beef is very tender.
Remove from heat and let cool 5-10 minutes before serving warm.
